"Patient-Jam" in emergency room

Taiwan's National Health Insurance has been overrated by the government. The healthcare facility of Taiwan is not necessarily as good as some government officials had stated. Global budget with low pay to certain specialists such as the ER Doctors, Surgeons, Internists , Critical Care Physicians, Obstetrics&Gynecologist,and Pediatrics has forced doctors and nurses to abandon such stressful working environment.
Due to lack of nurses and doctors, the hospitals have to close down some of their wards , resulting delayed patient admission. This in turn causes patients to spend long waiting time in the ER. The picture is what an ER in a community hospital looks like during "patient-jam" . This happens everyday and it's getting worse because the authority doesn't take this matter seriously .
