衛生署長邱文達20日晚間將赴瑞士日內瓦參與第65屆世界衛生大會(WHA)，將在大會上進行5分鐘演講，分享台灣全民健保經驗與目前醫護人員所面臨的困境。
衛生署國際合作處長許明暉說，有別以往著重於公共衛生領域，近來，世界衛生組織認為要將人民照顧好有賴於發展良好健康照護系統，今年大會主題定為「邁向普及化全民健康照護(Towards Universal Coverage)」。
許明暉說，各國衛生部長都會上台分享各國對於健康與照護議題的看法，邱文達也會在大會發表5分鐘演說分享台灣經驗，尤其是如何將醫療費用在可控制下照顧大多數民眾。
邱文達除分享健保高納保率外，還會提及醫護人員目前面臨的困境。許明暉說，全民健保制度長期給予民眾良好照顧，但照顧提供者(care provider)的工作權、工作時數需要有更多關懷，也會改善大家的工作環境。
許明暉說，世界衛生大會的演說順序採登記制，需在會員國發言結束後，才會輪到觀察員演說5分鐘。

We doctors are forced to overwork without proper compensation & working hours is at mercy of employer`s discretion.
Moreover, this is all legal because we are discriminated from labor standards law`s protection.
Our payment are curtailed at regular basis sometime with absurd excuses .
Most doctors who are specialized in critical care are leaving their posts for under payment,overwork & outrageous hostile environment.
The health system is collapsing.
1% of doctors are sued under criminal law for unsatisfied treatment and 30% of them are sentenced guilty.This is what we call hostile environment.
Saving people`s life becomes a dangerous profession in Taiwan. If you fail, you'll be treated as a criminal.
Of course, it is our own problem. However, we hope WHO, an organization made of great love, not to be a stage of liers from goverment of Taiwan.

剛拜讀完網路上蔡依橙醫師的文章：「醫療崩壞中，我該怎麼辦？」：給年輕醫護人員的問答集
( 一時找不到網址, 有興趣的可google一下, 閱讀該文)
依他的看法, 被壓迫的時候，有幾條路可以選：
1. 有策略的抗爭. 2. 沒策略的謾罵3. 腳底抹油快溜.
他認為請選1或3， 2沒有用
我們有沒有辦法作到1 ?
如果沒辦法,
經理們是否考慮開個新版, 大家來討論如何作到3，也就是討論轉業事宜

To Whom It May Concern
As a doctor from Taiwan, I am writing to protest against the lies that are to be told by Taiwan's Health Minister at the incoming WHA convention on May 20th. In his scheduled presentation, the Minister is about to boast of the high coverage and low costs of Taiwan's health care. Behind the Minister's seemingly successful story, however, is his understatement—or virtually concealment—of the sacrifices made by the Taiwanese doctors. The reality of Taiwan's health care can be summarized by the attached poster, which I made by myself.
Now let me give more detail about how Taiwan's low-cost univeral health care is made possible at the expenses of us doctors' rights.
There are two principles of Taiwan's health care policy: first, the general public's spending on the universal health care must be kept low; second, governmental spending on it must also be kept low. However, the cost of univeral health care is high, so when neither the general public nor the government is required to pay for it—that is, when no one is required to pay for it, the health care providers are bound to work without being able to receive the remuneration they deserve. Simply put, the low cost of Taiwan's univeral health care is based on the Taiwanese doctors' underpayment.
We the Taiwanese doctors are usually underpaid in two ways. Firstly, as the government takes control of all the funds for the health care, it is able to arbitrarily cut the payments for our services on a regular basis, by 20% to 30%. Secondly, we are forced to overwork, from 85 to 100 hours a week, without proper compensation. Excluded from the protection of Taiwan's Labor Standards Law, we are legally helpless to guard our rights against the exploitation of hospital employers, who tend to take sides with the government to deny us our basic rights.
What makes the situation worse is that the Taiwanese society is also abusive to doctors instead of being sympathetic. When it comes to medical disputes, the general public can be exceptionally litigious and the justices hostile. Every year, 1% of the doctors are criminally charged for unsatisfied treatments, and 30% of them are sentenced guilty. So saving people's lives is a dangerous profession in Taiwan: if you fail, you will be treated as a criminal.
Critical care specialists are the type of Taiwanese doctors most victimized by these abuses, and most of them are leaving their posts as a result. The nation's health care system is in fact collapsing.
The government of Taiwan is trying to use the incoming WHA Convention as an avenue for covering up its disastrous health care policy. Even so, I hope this message may raise your awareness of the dark realities in Taiwan and help your endeavor to promote human welfare.
